Forest and Fitzgerald Storm and Sanitary Improvements Phase I

The Forest and Fitzgerald Storm and Sanitary Phase 1 Project is a proposed infrastructure improvement project in Erlanger, Kenton County, Kentucky, by Sanitation District No 1 of Northern Kentucky (SD1). The project is proposed to reduce flooding in the Forest and Fitzgerald intersection and reduce stormwater velocities through the existing open channel at 4118 Taylor Court. Residences in the vicinity of the intersection have experienced instances of significant flooding, some of which resulted in structural flooding and local roadway impacts. As a part of the project, the existing 30-inch and 36-inch storm sewer systems in the intersection will be replaced with a single 60-inch pipe. The larger pipe will convey stormwater flows from the intersection to the open channel at 4118 Taylor Court. There is currently an existing culvert at the driveway of 4118 Taylor Court in the portion of the open channel. This culvert has almost entirely collapsed over the last five years, creating a detention area upstream of the driveway. This proposed project will increase the available flood-prone area by modifying the contours to create additional water storage capacity. Water will be controlled through a proposed control structure at the downstream end of the open channel on 4118 Taylor Court. The control structure will create two water storage areas on 4118 Taylor Court, connected by a replaced 48-inch culvert. The new 48-inch culvert is not planned to have a control structure.

SD1 also has a consent decree project in the same corridor slated for construction in 5-7 years to replace the sanitary sewer. To reduce construction impacts, SD1 has proposed replacing the sanitary sewer infrastructure at the same time as the stormwater work is being completed. The sanitary sewer replacement includes upsizing and combining the current 8-inch and 12-inch lines in the corridor into a similar 21-inch pipe. Coordination is ongoing with the Phase II consultant to ensure connections at the upstream and downstream ends of the project.

Palmer’s scope of work on this project includes the following:

  • Review of existing information, including modification of the preliminary stormwater model to accurately reflect the selected alternative

  • Survey of the project corridor, including staking of proposed easements

  • Preparation of construction drawings, specifications, and bidding documents

  • Overseeing the geotechnical investigation

  • Preparation of easement documents and attending a coordination meeting with property owners

  • Preparation and submittal of all environmental permits to USACE and KDOW

  • Bidding assistance

  • Construction administration services

  • Preparation of record drawings after project completion.

The project is fully designed and permitted and awaiting final comment from SD1 prior to letting for construction.
