Palmer conducted an Environmental Overview for the reconstruction of 1.6 miles of Leestown Road for the KY Transportation Cabinet. After the Overview, the Cabinet initiated Phase I design with a five-lane typical section and bicycle lanes. Palmer was then selected to perform in-depth base studies for the project corridor from Greendale Boulevard to Masterson Station Park.

Utilizing Palmer’s background information on the Park, sensitive environmental issues, and potential impacts, the Cabinet developed two alternatives that would address Section 4(f) and Section 6(f) impacts. Palmer provided coordination with four separate agencies to gain agreement on the conditions and mitigation.

After the passage of the de minimis law on Section 4(f), this project was changed to a de minimis finding, one of the first applications for de minimis for the Transportation Cabinet.
